The Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) is led by the HHS Office of the Assistant Secretary for Preparedness and Response (ASPR) and includes three primary HHS internal agency partners:

In addition to these Federal agencies, the PHEMCE works closely with a variety of non-Federal partners including State, local, tribal and territorial governments, public health systems, academia, private industry, and ultimately the American people.
The PHEMCE advises the Secretary of Health and Human Services and the Assistant Secretary for Preparedness and Response (ASPR) regarding medical countermeasure development and works together to meet the
goals and objectives defined in the PHEMCE Strategy.
