Pre-Proposal Instructions

All solicitations in support of the Office of the Assistant Secretary for Preparedness and Response for commodities, services, research and development or other requirements can be found on the Federal Business Opportunities website and searching using the key word ASPR.

This general guidance is not intended to replace more specific guidance in any solicitation. Prior to submitting a proposal, a potential offeror must:

  1. Register in Dunn and Bradstreet: To register in the System of Award Management (SAM), a firm must have a Data Universal Numbering System (DUNS) number. The DUNS number is a unique nine-digit identification number for each physical location of your business. D-U-N-S Number assignment is free for all businesses required to register with the federal government for contracts or grants.
  2. Register in the System for Award Management (SAM): SAM is administered by the U.S. General Services Administration. It is a Federal Government owned and operated free web site that allows commercial and academic entities to provide information and register to compete for government business. SAM consolidates the capabilities of several predecessor systems including the Central Contractor Registry (CCR), Online Representations and Certifications Application (ORCA) and the Excluded Parties List System (EPLS)
