The HHS Office of the Assistant Secretary for Preparedness and Response (ASPR) uses an integrated, systematic approach to the development and purchase of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies. These include advanced development of medical countermeasures to natural and intentional threats to public health and the commodities and services need to support the public health response to and recovery from domestic and international public health and medical threats and emergencies.

All solicitations in support of the ASPR for commodities, services, research and development or other requirements can be found on the Contract Opportunities website by searching  for the keyword ASPR.

There are several different types of solicitations:

  1. Request for Quote (RFQ) – mostly used for purchasing commercially available commodities under $6.5 million.
  2. Request for Proposal (RFP) – mostly used to support research and development of new products or processes which are open for a specified period of time or commercial items over $6.5 million.
  3. Broad Agency Announcement (BAA) – used to support research and development of new products or processes and are open for an extended period of time.
