Biography: Thomas A. Leinberger

Thomas Leinberger has been the Director of the Planning Division in the HHS/ASPR Office of Emergency Management since July 2014. In this position, he leads the division in deliberate and crisis action planning for all hazards in support of Emergency Support Function #8 of the National Response Framework.  Prior to his selection as director, he served as Senior Program Analyst within the Division of Preparedness Planning where he was responsible for implementation of Presidential Policy Directive (PPD) 8 to develop Federal Interagency planning products, and project management of interagency response plans to fulfill responsibilities under PPD-8 and Emergency Support Function #8.

Prior to entering Federal civil service in 2008, Mr. Leinberger retired from military service with the United States Navy.  He served primarily in medical planning positions during his military career. Positions held include Manpower Department Head and Management Information Department Head at Cherry Point Naval Hospital, which included the Personnel Officer responsibilities during operations DESERT SHIEL/DESERT STORM; Medical Administration Officer on the USS RANGER ​(CV-61) during operations SOUTHERN WATCH and RESTORE

HOPE; National Disaster Medical System (NDMS) coordinator and Readiness Officer at Great Lakes Naval Hospital, Fleet Medical Planner for the U.S. Pacific Fleet, Intelligence Analyst at the Armed Forces Medical Intelligence Center and Task Force Falcon during NATO operation JOINT GUARDIAN in Kosovo; Medical Exercise Branch Chief at US Pacific Command; and Medical Operations and Plans Branch Chief at US Strategic Command.


Education

Mr. Leinberger earned a Master of Arts degree in National Security and Strategic Studies from the Naval War College, a Master of Science degree in Health Services Administration from Cardinal Stritch College, and a Bachelor of Science degree in Zoology from the University of Wisconsin.


Awards

Mr. Leinberger's awards include Surface Warfare Officer designation, three Defense Meritorious Service Medals, Meritorious Service Medal, three Navy Commendations, Joint Service Achievement Medal, Navy Achievement Medal, and other personal and unit awards.
