Biography: Natalie Johnson

​P. Natalie Johnson serves as Deputy Director for Budget Execution and Monitoring for the Assistant Secretary for Preparedness and Response (ASPR) within the Department of Health and Human Services. Ms. Johnson has over 15 years of federal financial management experience preceded by 10 years of experience in private-sector financial institutions.

At ASPR, Ms. Johnson leads a team responsible for implementation of federal financial management policy. The team performs fund certification for all requests using ASPR funds, including acquisitions, agreements, grants, personnel actions, and travel. The team also provides spending control while monitoring allotments, allowances, obligations, disbursements of direct and reimbursable appropriation lines, and status of funds. Prior to joining ASPR, Natalie was a Branch Chief for the Bureau of Land Management (BLM), where she led the Budget Execution Team.

Ms. Johnson has experience in all aspects of financial forecasting, resource allocation, fund management, accounting and control. She has been responsible for multi-fund budgets ranging from $10 million to $14 billion. At BLM, she help directed the design and installation of five user-friendly and responsive executive management allocation information tools for use in various Program Offices. Earlier, she managed strategic planning for 5 Program Offices for the Federal Emergency Management Agency (FEMA), including development of mission statements, clarification of objectives, coordination of planning teams, and achieving acceptance and implementation of plans.

Ms. Johnson holds a Master of Science in Finance from the George Washington University School of Business.
