Biography: Jess Scarbrough, M.S.S., M.B.A., D.A.C.M.,

Mr. Scarbrough serves as the Director of Acquisitions Management, Contracts and Grants and Head of Contracting Activity, Office of the Assistant Secretary for Preparedness and Response. The Office of Acquisitions Management, Contracts and Grants is responsible for providing executive advice and contracting management of all ASPR acquisitions.

Prior to his appointment to the Senior Executive Service (SES) and joining ASPR, Mr. Scarbrough served in the United States Army for over 32 years culminating as a Brigadier General and the Department of Defense Systems Acquisition Joint Program Executive Officer for Chemical and Biological Defense. In this capacity Mr. Scarbrough was responsible to the Secretary of Defense and the Secretary of the Army for the research, development, testing, acquisition, fielding, logistics support and initial sustainment for all chemical and biological defense equipment, medical countermeasures, medical treatments and diagnostics, force protection, integrated base defense and the equipping of the WMD Civil Support Teams for all the armed services, US Special  Operations Command, and the US National Guard.  Within this organization he led over 1,200

employees with an annual operating budget of 1 plus billion dollars (both Defense-Wide and Army Congressionally approved Appropriations).


​Mr. Scarbrough's preceding assignments included several senior acquisition management and staff positions. These positions included the Assistant Deputy Secretary for Acquisition Systems Management, Headquarters Department of the Army; Chief of Staff to the Assistant Secretary of the Army for Acquisition, Logistics and Technology; Project Manager for the Tactical Exploitation of National Capabilities Programs and the Joint Intelligence Operations Capability - Iraq; Director, International Cooperative Programs Activity; Product Manager for the Army's Information Warfare Programs; Program Director for Conventional and Special Operations Special Access Programs, Office of the Under Secretary of Defense for Acquisition, Technology and Logistics; and Program Analyst, Office of the Army Chief of Staff.

In addition Mr. Scarbrough served in several Army operational assignments as an Air Defense Artillery Officer. These assignments included Commander of a unit responsible for all Nuclear Surety on a NATO Air Defense Nike Hercules Missile site in the Federal Republic of Germany; Commander of a Vulcan/Stinger Missile Air Defense Artillery firing battery in the 2d Armored Division, Fort Hood Texas; Battalion S4 Officer-in-Charge (OIC) for all logistics in a forward Army Divisional Air Defense Artillery Battalion; and Chief of the Air Defense Element responsible for the employment of all Air Defense Artillery assets to the Commanding General, III (US) Corps.

Mr. Scarbrough has been a distinguished guest speaker at the National Defense University's Dwight D. Eisenhower School for National Security and Resource Strategy; the Department of Defense Acquisition University's School for Program Managers; and the United States Army Military Intelligence School and Center.

Mr. Scarbrough's awards include the Distinguished Service Medal, Defense Superior Service Medal; 2 awards of the Legion of Merit, Defense Meritorious Service Medal, 7 awards of the Army's Meritorious Service Medal, Joint Service Commendation Medal, 2 awards of the Army's Commendation Medal and 2 awards of the Army's Achievement Medal. His honorary awards include the Army's Medical Department Order of Military Medical Merit, Honorary Induction into the Army's Medical Department, the Army's Chemical Corps Order of the Dragon, the Army's Military Intelligence Knowlton Award and the Army's Air Defense Artillery Honorable Order of Saint Barbara. Mr. Scarbrough has been awarded several badges; the Office of the Secretary Defense Identification Badge; the Army Staff Identification Badge; the Army Air Assault Badge and the German Air Force Air Defense Missileman Qualification Badge in Bronze.

Mr. Scarbrough's education includes a Masters Degree in Strategic Studies (MSS) from the United States Army War College; Masters Degree in Business Administration (MBA) from the University of Oklahoma; and a Bachelors of Arts Degree in Political Science from the University of Arizona. He is also a Department of Defense Acquisition Certified Member (DACM) since 1994 and Level III certified in Program Management in accordance with the Defense Acquisition Workforce Improvement Act of 1990.
