Biography: Serina Vandegrift, J.D., L.L.M., M.A.,

Serina Vandegrift serves as Director of the Office of Legislation and as ASPR’s Executive Secretariat.  In her dual-role, she is the principal point of contact for ASPR Congressional briefings, inquiries, and hearing requests; serves as a policy advisor to the Assistant Secretary and manages ASPR’s policy review and decision-making processes; and coordinates the development, clearance, and submission of all documents for the Assistant Secretary’s review and approval.  Ms. Vandegrift engages with critical partners in Congress and other departments and agencies within the U.S. government to communicate a strong strategic message about ASPR’s critical role in preparedness and response.  Her office also provides strategic coordination in response to all GAO and OIG engagements to promote ASPR’s mission and programs.

Prior to joining the Department, Ms. Vandegrift served as a Senior Policy Advisor on weapons of mass destruction (WMD) issues at the FBI.  In this role, she addressed national level policy issues in the areas of biodefense, nuclear weapons and material, and emergency preparedness and response from a law enforcement and intelligence perspective.  Ms. Vandegrift was a former member of the HHS family.  She has experience on many of the issues in ASPR’s purview due to the time she spent working in the Office of the Commissioner at FDA both as the Commissioner’s Senior Advisor for Policy and Operations and as Senior Regulatory Counsel and Counterterrorism Advisor.  Additionally, her advisory experience stems from her work in the White House, the U.S. Senate, the Office of the Secretary at USDA, and the Pew Initiative on Biotechnology.

Ms. Vandegrift has a law degree and a Masters of Law in intellectual property.  She is also a graduate of the Naval War College having earned a Masters in national security strategy and has earned several diplomas from foreign institutions.  Additionally, she has authored several academic publications.
