Who is eligible to apply?
Eligibility is limited to U.S. organizations. National profit and nonprofit organizations and associations capable of improving collaboration between ASPR and stakeholders across healthcare delivery, public health, and emergency management to enhance national health security, foster community health resilience, and strengthen health care, public health, and emergency management systems are eligible to apply to this funding opportunity.

How many awards will be given?
Up to seven individual awards.

What is the approximate individual award value?
The amount of any award to a single organization in one year will be at least $25,000 and not more than $4 million. Awards will be made on an annual basis for up to five years. All amounts are evaluated on an annual basis and based on funds available to ASPR for awarding. For application purposes, applicants are recommended to budget for annual awards around $500,000.

What is a cooperative agreement?
A cooperative agreement is a specialized federal grant that requires the award recipient to conduct research collaboratively with the awarding agency.

What are ASPR’s current priorities that these cooperative agreements will focus on?
ASPR seeks to enhance partnerships with its public health and healthcare stakeholders to improve national disaster preparedness, response, and recovery operations for future emergency incidents. In doing so, ASPR established the following objectives for the cooperative agreement:
- Foster community health resilience
- Engage public health, healthcare, and emergency management representatives in a dialogue on national health security and regionalized approaches to strengthening preparedness for, response to, and recovery from disasters and other emergencies.
- Promote lessons learned and promising practices from the COVID-19 pandemic and other disasters and emergencies.
- Provide technical assistance to Public Health, Healthcare, and Emergency Management Communities.
- Support enhanced supply chain coordination.
- Identification of needs, challenges, and gaps in medical countermeasure capabilities and product development.

How can I apply?
Application materials are available. The application requires submission of a cover letter (optional), project abstract, and project narrative. Please note, after the awardee is chosen, they will be required to submit a detailed work plan that explains exactly how they will achieve their commitments

When is the submission deadline?
Applications must be submitted electronically by September 22, 2021 at 11:59 p.m. Eastern Standard Time (EST).

How are the applications reviewed?
Submission will be evaluated and scored using a point system. An objective review panel will evaluate applications that pass the screening criteria. The review panel will be comprised of reviewers who are experts in their field and drawn from federal government agencies. Based on the application review criteria, the reviewers will comment on and score the applications, focusing their comments and scoring decisions on the identified criteria.
Evaluation Criteria includes:
- 20% Organizational Capacity
- 40% Approach, Work Plan, Budget
- 40% Project Relevance and Evaluation
Final award decisions will be made by ASPR. In making these decisions, ASPR will take into consideration: recommendations of the review panel; reviews for programmatic and grants management compliance; the reasonableness of the estimated cost to the government considering the available funding and anticipated results; and the likelihood that the proposed project will result in the benefits expected.

If my application is chosen, how will I be notified?
The Notice of Award is the authorizing document from the ASPR authorizing official, the Office of Resource Management and the ASPR Office of Management Finance and Human Capital. The Notice of Award will be sent electronically upon successful review of the application. The Notice of Award sets forth the amount of funds granted, the terms and conditions of the award, the effective date of the award, the budget period for which initial support will be given, the non-federal share to be provided (if applicable), and the total project period for which support is contemplated.
Each applicant will receive written notification of the outcome of the objective review process, including a summary of the review panel’s assessment of the application’s strengths and weaknesses, and whether the application was selected for funding. Applicants who are selected for funding may be required to respond in a satisfactory manner to conditions placed on their application before funding can proceed. Letters of notification do not provide authorization to begin performance
- When does the award period begin? Is the start date flexible?
Year one of the period of performance will begin on the date of the award issuance. All awards related to this funding opportunity will be made no later than September 30, 2021.
- Can proprietary information be included in application materials?
Yes, proprietary information may be included in the footer of the project proposal documentation submitted.
- Is there a page limit for applications?
Yes, all components of the application submitted should be no more than 100 pages in total. Times New Roman font, no less than 11 points in size.
- How do I obtain a central contractor registration status?
All applicants must have a current SAM registration before applying. To begin this process or check your status, visit the SAM online site.

Letters of recommendation are not a requirement for submitting applications.
- What is an “Administrative Preparedness Plan” as noted on page 12 of the funding announcement?
An administrative preparedness plan addresses how an organization will expedite key contracting, procurement, hiring and/or staff reassignment processes during a public health emergency.
- Where should project work plan elements be articulated in the application?
Applicants should provide a brief description of outcomes, milestones, strategies and/or activities planned in their narrative and provided a more detailed articulation of each individual project goal as outlined in Attachment C of the funding announcement.
- Our organization currently holds a 501 c6 classification; are we eligible to apply to this funding opportunity?
Yes, organizations holding not for profit designations are eligible to apply for this funding opportunity provided they meet all other eligibility requirements.
- How often will awardees be required to provided written reports on performance progress during each annual award periods?
Awardees will be required to submit reports of activities and funding usage on a quarterly basis no later than 15 calendar days beyond the end of month closing the quarter.
