The Assistant Secretary for Preparedness and Response (ASPR) serves as the principal advisor to the HHS Secretary on issues related to public health and medical emergency preparedness and response. ASPR has operational responsibilities for the advanced research, development and stockpiling of medical countermeasures as well as the coordination of the Federal public health and medical response to emergencies and disasters.
