For Providing Strong Leadership: ASPR Priorities: Goal 1

ASPR provides strong leadership, including clear policy direction and improved threat awareness. We work continually to secure the resources needed to ensure medical and public health preparedness for, response to, and recovery from disasters and other public health emergencies.

To foster strong leadership, ASPR:


  • Advises the Secretary on all matters related to federal public health and medical preparedness and response for public health emergencies.

  • Supports nationwide readiness at the state, local, territorial, and tribal levels by coordinating federal grants and cooperative agreements and carrying out drills and operational exercises.

  • Enhances medical surge capacity by organizing, training, equipping, and deploying federal public health and medical personnel and providing logistical support during federal responses.

  • Oversees medical countermeasure development such as vaccines, drugs, and diagnostics via the Biomedical Advanced Research and Development Authority and the Public Health Emergency Medical Countermeasures Enterprise.
  • Leads policy formulation by coordinating policy initiatives and providing strategic direction on all matters related to federal public health and medical preparedness and response.

  • Leads Emergency Support Function 8 – Public Health and Medical - during federal disaster response as well as the Health and Social Services Recovery Function for long-term recovery.
