Goal 4: Enhancing the Medical Countermeasures Enterprise

ASPR Mission and Key Priorities
ASPR oversees advanced research, development, and procurement of medical countermeasures for 21st century health security threats.

ASPR’s Biomedical Advanced Research and Development Authority (BARDA) supports advanced development and procurement of innovative medical countermeasures, such as vaccines, drugs, and diagnostics, with the goal of FDA approval or licensure. BARDA uses flexible, nimble authorities; multi-year,

advanced funding; strong public-private partnerships; and cutting-edge expertise.

ASPR promotes an innovative medical countermeasures enterprise by capitalizing on advances in biotechnology and science to develop and maintain a robust stockpile of safe and effective vaccines, drugs, diagnostics, and supplies to respond to chemical, biological, radiological, and nuclear incidents and attacks; emerging disease outbreaks; and pandemics.

  • Modernize priorities to ensure the medical countermeasures enterprise is driven by current and future health security threats.

  • Streamline and simplify internal processes.

  • Promote innovation and capitalize on advances in science and biotechnology.

  • Sustain progress made in medical countermeasure preparedness over the last decade.

  • Improve distribution to ensure medical countermeasures can be dispensed and distributed rapidly to reach the people who need them.

  • Engage and train first responders on the deployment and use of medical countermeasures.
