|Andrew N. (Andy) Blumenthal serves as the Deputy Chief Operating Officer for the Office of the Assistant Secretary for Preparedness and Response (ASPR). In this capacity, Mr. Blumenthal directs major organizational components that promote ASPR as a world-class organization, including: business management, strategic planning, budget execution, human capital management, information technology, facilities operations, logistics, travel, communications, legislative affairs, and the executive secretariat.
Before joining ASPR, Mr. Blumenthal served as Chief Information Officer at U.S. Department of State, Global Information Services. Prior to that, he spent much of his federal career supporting federal law enforcement agencies serving as Chief Technology Officer at the Bureau of Alcohol, Tobacco, Firearms and Explosives, as well as Chief Enterprise Architect for the United States Secret Service and the U.S. Coast Guard. Before joining the federal government, Mr. Blumenthal spent five years at The Dreyfus Corporation as Chief of Staff to the CIO.

A thought leader and passionate writer and speaker on leadership and national security issues, he is an adjunct professor at Carnegie Mellon University, has guest lectured at National Defense University, and had a regular column in Public CIO Magazine. Mr. Blumenthal has won numerous awards for his professional achievements, including the prestigious CIO’s Ones to Watch. Blumenthal holds several technical and security certifications, is a certified Project Management Professional, and has an MBA in Organizational Behavior from Pace University's Lubin School of Business and a BBA in Accounting, summa cum laude from Bernard M. Baruch College, City University of New York.
