Biography: David Dolinsky, C.P.A.,

David Dolinsky serves as the Deputy Director for Emergency Administration and Finance Operations for the Assistant Secretary Preparedness and Response within the Department of Health and Human Services. He leads a team responsible for disaster related mission tracking, cost analysis, funds control, liaison duties, timekeeping, procurement, compensation, and claims. He also serves as the Section Chief of the Administration and Finance section during HHS emergency activations under the National Response Framework.

Mr. Dolinsky is a former Army Staff Sergeant, and Explosive Ordnance Disposal (EOD) Team Leader. Mr. Dolinsky’s duties in the Army included working with conventional, nuclear, chemical and biological weapons of mass destruction as well as support to the Secret Service and other Federal, State and local agencies.

Mr. Dolinksy returned to college in 1991 and graduated in 1995.  He worked in the administrative sales and compliance positions within the financial services sector while in

college and until his employment with the Federal government in 2001.

Mr. Dolinsky holds a Bachelor of Science Degree in Accounting (Cum Laude) from Northeastern Illinois University.  He is a graduate of the Naval Explosive Ordnance Disposal School and was permanently awarded the Senior EOD Badge.  Mr. Dolinsky is also a member of the American Institute of Certified Public Accountants and the Illinois CPA Society.
