Biography: Victor Harper

Mr. Victor Harper is a native of Greensboro, NC and serves as the Director of Logistics, within the Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Emergency Management (OEM).

The Division of Logistics is the custodian of all ASPR’s medical and equipment response caches and conducts all centralized logistics functions such as logistics planning, material procurement, cache maintenance, property accountability, response facilities management, and deployment all medical equipment and supplies to support the Department of Health and Human Services’ Public Health and Medical (ESF-8) emergencies and responses. This office also provides oversight of ASPR’s property management, fleet management and communications security programs.

Prior to joining the Department of Health and Human Services, Mr. Harper served as the

Assistant Director for Agency Services for the State of South Carolina Budget and Control Board where he oversaw centralized logistics functions such as parking operations, fleet managment, surplus property management, safety and physical security, mail operations, and emergency donations management (ESF-18) for the state.

Mr. Harper also served as the Deputy Director for the White House Transportation Agency and the Supply and Services Branch Chief in the Office of Administration. While serving in this capacity, Mr. Harper was responsible for planning and directing logistical and transportation operations in support of The White House, First Family, White House Military Office, and the Executive Office of the President. He is also a 21-year combat veteran of the United States Army and the recipient of the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Armed Forces Expeditionary Medal, and the Global War on Terrorism Expeditionary Medal.

Mr. Harper’s education includes a Master’s of Science in Management from the University of Maryland and a Bachelors of Science in Business Administration from Thomas Edison State College. He is also a graduate of the National Preparedness Leadership Initiative Executive Program, Harvard University.
