​Javier Lopez serves as the Deputy Director for Management Assurance (MA) for the Assistant Secretary for Preparedness and Response within the Department of Health and Human Services. MA is the integration of the activities, plans, and policies designed to provide reasonable assurance that ASPR will achieve its objectives and mission.

Prior to joining HHS, Javier served as a Financial Officer for the Department of Homeland Security’s Science and Technology Directorate (DHS/S&T) where he designed long-range program and budget plans for the development and transition of technical capabilities and knowledge products. As a government business operations subject matter expert, he was responsible for the management of division budgets that exceeded 300 million dollars and advanced national security.

planning programming, budgeting, and executing as a Senior Consultant with Booz Allen Hamilton and managed nearly 40 subcontracts under a twenty billion dollar information technology program as a Subcontract Administrator for Northrop Grumman. His accomplishments include streamlining portfolio-wide business operation frameworks and enabling the support of subcontractors to Army installations in 35 countries from locations worldwide.

In addition to his duties, Javier also serves as an Adjunct Professor in Trinity University’s Graduate School of Professional Studies. He has authored executive articles and book reviews for the National Business Journal of Hispanic Research on varying topics which span across Leadership, Judgment, and Identity Branding in the Federal Sector.

Javier was born in El Paso, Texas. He holds a Master’s of Science in Administration (M.S.A.) in Organizational Management with an emphasis on Federal Programs Management from Trinity University and a Bachelor of Arts (B.A.) degree in Communications and Political Science from the University of Texas at El Paso (UTEP).
