Presidential Memoranda 

Presidential Memoranda are used to manage the Executive Branch, but are less formal than Executive Orders. They are issued by the President.

President’s Memorandum on Scientific Integrity 2009

The 2009 President’s Memorandum on Scientific Integrity directed the heads of executive departments and agencies to make federally developed science and technology information available to the public whenever possible, and to use scientific and technical information in the policy-making process. “Political officials should not suppress or alter scientific or technological findings and conclusions. If scientific and technological information is developed and used by the Federal Government, it should ordinarily be made available to the public.”
