Medical Countermeasures Strategies and Reports

Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) Strategy and Implementation Plan (SIP)  

The 2017-2018 PHEMCE SIP highlights recent accomplishments, identifies priority activities, and articulates the strategic direction of the PHEMCE to advance the nation’s medical countermeasure preparedness and capability.

PHEMCE Multiyear Budget 2016 – 2020 

The PHEMCE Multiyear Budget highlights spending plans for the various HHS agencies within the PHEMCE, including ASPR/BARDA, and provides Congress and external stakeholders with information about current and future plans for investments in specific threat areas.

BARDA Strategic Plan 2011 – 2016

The BARDA Strategic Plan 2011-2016 articulates the guiding principles, goals, and strategies BARDA will implement to enhance the capability of the U.S. government to develop medical countermeasures against natural and intentional threats to public health.

The HHS Pandemic Influenza Plan serves as a blueprint for all HHS pandemic influenza preparedness planning and response activities to prevent, control, and mitigate the effects of influenza viruses that pose high risk to humans.

Project BioShield Annual Reports to Congress

The Project BioShield Annual Reports inform Congress of the actions taken to implement the various authorities by which it HHS conducts the research, development, acquisition and use of priority medical countermeasures against chemical, biological, nuclear, and radiological threats.
